  While the management had commenced a pattern of trespass on the property during the plan preparation, as soon as the project work really got going, the management began harassing anybody working on the site. This took the form of deliberately intrusive behavior by the resident manager virtually camping within viewing distance of the work site while work was going on, and continually making statements that what work was being done on the site was not permitted by Park Rules. As we were actually, at that time, creating weather buffers for the trailer from direct sunlight, wind and rain, and were doing so in a manner compliant with the directives of the Riverside County Planning Department (which had not been done by anyone else resident in the park), we felt that we were being discriminated against by the management. We notified the Manager of that and warned that we were doing work that had already been permitted.In addition, we went to the website of the Department of Fair Employment and Housing and downloaded a pre-claim questionnaire. We filled it out, and we presented the management with a copy of this questionnaire.
